HRSA Grant Application Center

Legin operates the Grants Application Center (GAC)
for the U.S. Department of Health and Human Services
Health Resources and Services Administration (HRSA).
The GAC have Call Centers that serve as a single
point of contact for potential grantees requesting
application kits and related information concern-ing
specific grants. Both centers duplicate and distribute
thousands of applica-tion materials per year received
from potential grantees. To support the Call Centers
and process the grantee related information, Legin
has designed, deve-loped, and implemented database
systems that track the incoming calls on a daily
basis and track the grantee application packages
through the various steps of the preparation and
distribution process. Legin developed and imple-mented
stringent quality assurance processes and procedures
to ensure the accuracy and security of the application
materials.
Legin manages the HRSA GAC for four (4) Bureaus
and three (3) Offices. Ann-ually, the HRSA GAC receives
and mails 10,000 to 12,000 application kits. The
GAC receives approximately 15,000 competing applications
for grants in response to program announcements
and 3,500 non-competing applications. Legin installed
and operates a Call Center telephone system that
can handle up to 250 calls per hour. Currently,
telephone calls range between 30 to 50 calls per
day. In addition, Legin provides assistance to applicants
in downloading application information from the
Internet. The GAC maintains both hard copy documents
and electronic copies of the grant applications.
SBIR Grant Application Center
U.S. Department of Energy, Germantown, Maryland
Legin operates the Grants Application Center (GAC)
for U.S. Department of Energy (DOE) Office of Science.
Legin provides data management, document management,
analytical, administrative, and professional support
to the Office of Science, Small Business Innovation
Research (SBIR) and Small Business Technology Transfer
(STTR) Programs. The objectives of the SBIR and
STTR programs include increasing private sector
commercialization of technology developed through
DOE-supported R&D, stimulating technological
innovation in the private sector, and improving
the return on investment from federally funded research
for economic and social benefits to the nation.
DOE will support high-quality research or research
and development (R&D) on advanced concepts concerning
important mission-related scientific or engineering
problems and opportunities that could lead to significant
public benefit if the research is successful.
Legin monitors the evaluation of grant applications
received for both Phase I and Phase II of the SBIR
and STTR programs, assuring that the schedule of
receipt, evaluation and award selection are maintained.
This includes managing all incoming grant data,
telecommunications messages, and web sites. Legin
interacts with over 100 program managers throughout
DOE as well as 1,600 outside peer reviewers. Legin
tracks all grant data into a secure information
database, and screens documents for processing.
Legin maintains the DOE SBIR mailing list database
of 16,000 small businesses and notifies the mailing
list addressees of the program solicitation announcements
and mails program information including solicitations
to all requestors. Provides assistance in the various
phases of the preparation and distribution of the
program solicitations and abstracts of awarded Phase
I and Phase II grants including posting the documents
and award listings on the SBIR/STTR Web page.
Legin receives, processes, and monitors the evaluation
of over 1200 Phase I and over 200 Phase II grant
applications. Legin maintains the DOE SBIR/STTR
grant application and reviewer tracking databases
that contain records of all SBIR and STTR submissions.
All incoming Phase I and Phase II grant application
submissions are logged in the database and are updated
to reflect the stages and results of the evaluation.
The evaluation process includes mailing over 2200
review packages and monitoring the completion of
the peer review process to assure adherence to the
evaluation schedule. Quality control measures are
incorporated to ensure a fair and impartial competition.
Legin provides award notifications to the appropriate
members of Congress and State Governors. Legin generates
and distributes all acknowledgement letters, notification
letters, and evaluation information including debriefings.
Security Escort Services
Westinghouse Savannah River Company, Aiken SC
Legin Group, Inc. provides Security Escort Services
to Westinghouse Savannah River Company (WSRC) at
the Savannah River Site (SRS) in Aiken, South Carolina.
The Savannah River Site is comprised of approximately
300 square miles and has approximately 935 facilities
throughout nineteen discrete areas. This is important
to note as it defines the vast area we are responsible
with keeping secure. The Security Escort Project
is a secondary security measure implemented by WSRC
to maintain security and safety at the Savannah
River Site.
Our Security Escort Service has been entrusted with
the task of maintaining complete and continuous
control of subcontractor personnel with insufficient
DOE approved clearances conducting work at SRS in
Limited or Protected Areas and in the Tritium Exclusion
Areas. This service is provided 24 hours a day,
7 day a week and holidays as needed. We are also
mandated to receive and maintain specific training
to these areas as well. This training includes but
is not limited to General Site Training, Radiation
Worker Training, Bioassay, random Substance Abuse
Testing, Area Specific Training and / or Facility
Entrance Training. We are also charged with insuring
that the personnel being escorted are not in violation
of site-prohibited contraband before entering these
secure areas. The Security Escort personnel and
management are also required to maintain at least
a minimum DOE clearance level to access these areas.
However we also provide personnel that have the
highest DOE clearance level needed to access any
area at the Savannah River Site (SRS).
Logistic Management and Public Affairs Support
U.S. Department of Transportation, Cambridge, Massachusetts
Legin provides the U.S. Department of Transportation
Volpe Center support in the public affairs and marketing
of program activities. Legin designs, develops,
and produces briefings, presentations, and marketing
type materials that promote and advocate government
transportation and environmental program activities
and resources. Materials include display / exhibits,
videos, information folders with accompanying fact
sheets, and brochures. Legin writes and publishes
newsletters, articles for company and local papers,
technical articles and informational publications.
Legin also produces and presents multimedia presentations
for public and industry meetings, symposiums, conferences,
and workshops. Legin personnel are knowledgeable
and experiences in organizing and facilitating public
events, in developing and implementing public participation
/ stakeholder involvement, and developing guidance.
