Cyber-Security Services
U.S. Department of Energy, Aiken, South Carolina

Legin provides cyber-security operational support services to the U.S. Department of Energy (DOE), Savannah River Office (SRO) at the Savannah River Site in Aiken, SC with the operation of all equipment and systems associated with the Savannah River Operations Office’s Secure Information Management Exchange (SIMEX) Message Center (STU-III’s STE/data/cryptographic/facsimile equipment). Functions also include the management and control of all items associated with the Savannah River Operations Office Communications Security (COMSEC) Account and the proper handling, control and storage of such items. Over the counter message center service is also provided, including narrative, data, and facsimile traffic. The Legin Group operates within the scope of applicable DOE and SRS security requirements, to include applicable Cyber Security Protection Plans.

In addition, Legin provides Information Technology technical support services, such as: the analysis and evaluation of voice, data, radio and video teleconferencing programs and reporting the impact they have on present and future telecommunications services and budget programs; conducting feasibility studies and recommends technical alternatives to enhance short, mid and long-term telecommunications systems and networks; proposing telecommunications equipment configurations to assure adequacy and cost effectiveness and preparing justification for the acquisition of telecommunications equipment; conducting thorough reviews of DOE-Savannah River Operating Contractor’s telecommunications programs and procedures; assisting in the development of the DOE Telecommunications Long Range Plan while simultaneously implementing modifications and upgrades to various programs; maintaining visibility and awareness of telecommunications regulatory guidance; providing technical assistance in the area of National Security Emergency Preparedness (NSEP) and National Communications System (NCS) matters; providing input for the DOE Savannah River Telecommunications Budget, and providing specialized support in the Radio Spectrum Management arena and Video Teleconferencing area.

Database Development Services
U.S. Department of Energy, Germantown, Maryland

Legin provides database management support to the U.S. Department of Energy (DOE) Headquarters Office of Environmental Management (EM) in the development and maintenance of databases as well as web pages. Legin staff are currently supporting the design, development, and maintenance of EM’s Oak Ridge Web Site, including the program management, documentation, project control, and reporting for the web site.

Legin is also supporting the design, development and maintenance of databases to collect and track information concerning groundwater protection and associated authorized limits and exemptions. Legin collects, organizes, and inputs data, in addition to tracking, monitoring, and developing status reports for EM management. Legin also supported DOE headquarters in the Waste Management Programmatic Environmental Impact Statement (PEIS) Litigation Discovery effort. Legin staff conducted searches for applicable data, created indices and tracked all of the documents that were submitted by the Plaintiffs. Legin developed the PEIS Discovery Database, transferring all paper records to the databases (20,000 records), and created a coding system to assist management and legal staff in tracking and filtering documents pertinent to the case.

Budget, Analytical, and Programmatic Support

Legin provides the U.S. Department of Energy (DOE) Office of Environmental Management’s (EM) with various budgetary support activities. This supports includes the assistance in budget preparation during the annual DOE budget cycle; assessment and approval recommendation of field input to the EM corporate database; Project Baseline Summary review and comment and; preparation of annual budget roll-out packages for the transmission of the budget to Congress and the public.

Legin also tracks the travel budget for the Office of Site Closure. This includes a monthly reconciliation of the Office of Site Closure travel tracking spreadsheets and the travel report generated by EM’s financial office. Legin assists in the response to public and Congressional question, letters, and briefing requests on various aspects of the program’s budget, status, and any other questions Congress may have. It is Legin’s responsibility to produce a monthly programmatic review of each site within the Office of Site Closure. These reviews include cost and schedule and earned value analyses, performance metrics tracking, milestones and management commitments status, Performance Based Incentive fee tracking, and any accomplishments or issues currently at the site.
