Program and Project Review, Studies, and Assessments

Legin has provided the U.S. Department of Energy (DOE) Office of Project Management EM-6 extensive experience in planning, leading, and actively participating in numerous independent reviews and assessments of various government programs and projects across the nation to ensure program quality and effectiveness. Legin has supported U.S. DOE in reviewing site facilities and programs ranging from $110 million to $3.0 billion. Legin has participated in numerous independent project reviews and has developed and implemented the process for conducting the independent reviews. Legin prepared the working draft Environmental Management (EM) Internal Independent Review Handbook (October 1999) and the final EM Internal Independent Review Handbook, Revision 0 (August 2000). The Handbook serves as a “how-to-manual” and provides guidance in developing, organizing, training, conducting, executing, and reporting the project reviews. Legin was also a key member of the team that developed and implemented the original EM Project Definition Rating Index (March 2000) (EM•PDRI) and Revision 1 of the EM•PDRI (February 2001). Revision 1 incorporates the requirements of DOE Order 413.3 Program and Project Management for the Acquisition of Capital Assets. The EM•PDRI, adapted from the PDRI developed by the Construction Industry Institute, was modified to better accommodate DOE and EM-Type projects.

Legin provided the U.S. Department of Energy technical, managerial, policy and cost analysis support in the development and implementation of project privatization initiatives. Our staffs of qualified experienced, and professional personnel have supported all aspects of the privatization process. Our knowledge of federal policies, procurement processes, and reengineering/process improvement is a tremendous asset in developing policies and guidance documents. Legin supported the U.S. Department of Energy, Office of Environmental Restoration in the development and implementation of its Privatization Program. Legin also participated in the development of several published documents, including the Privatization Handbook, Privatization Action Plans, Privatization Project Management Plan, and the Privatization Cost Estimating Guidance.
